Brief description
The key objectives of RIESGOS include innovative R & D risk analysis for the various natural hazards of "earthquakes", "slope movements", "volcanoes", "floods" and "tsunamis" and associated cascade effects, and the integration of the results into a modular prototype Multi-risk information system. This includes data collection through innovative monitoring tools (new satellite missions and in-situ surveys), the development of novel analysis tools and the provision of system components that can be flexibly used and connected to existing systems.
DIALOGIK contribution
The aim of the subproject is to develop innovative concepts of risk communication and policy advice as a contribution to the multi-risk analyses and information systems developed in the RIESGOS project. Complex multi-risk situations, that can occur when several natural hazards (earthquakes, hand slides, volcanoes, floods, tsunamis) come together or at the same time, place particular demands on risk management and risk regulation. Thus, the need arises to review existing concepts of risk communication - if they already exist - and, if necessary, to adapt them. This applies among others the relationship between authorities, users and stakeholders. In this subproject, the perspectives of the stakeholders and the affected population with regard to multiple risks are identified and conclusions are drawn from the development of communication strategies for risk prevention and disaster situations. Since the perspectives vary according to the group of affected parties, innovative dialogue procedures are conceived and carried out as examples in the pilot regions (Chile, Peru, Ecuador). As a result, a recommendation catalogue is expected to be developed for the development of strategies of risk communication in complex and interacting risk situations. At the same time, the results of the dialogue procedures provide indications for the need for and the prioritization of capacity development measures for local authorities, enterprises and / or civil society organizations. The formulation of recommendations for political and social decision-makers ensures that the results can also be transferred in other regions.
